If a person doesn't treat animals well, I have to assume that person will mistreat people. I was never able to get emotionally attached to anyone who didn't like dogs. Horses are an acquired taste. But dogs? That's just fundamental. The commitment you speak about is much the same with dogs. I am constantly disappointed in fellow humans, even some that I know well, when they abandon their dogs. Nothing can change my impression of a human being quicker.
